According to TVLine, Arrow Season 3 has added Superman Returns and occasional Chuck star Brandon Routh to the cast.
Routh will have a recurring role as Ray Palmer, a scientist and new owner of Queen Consolidated with a particular interest in the company’s Applied Sciences Division.

There’s a strong possibility that Routh will be back in the skin-tight red and blue, as in the comics Ray Palmer is better known as the Silver Age incarnation of The Atom.
DC’s answer to Marvel’s ill-fated Ant-Man, The Atom can not only shrink his physical size, but increase it too, while manipulating his weight to gain superhuman levels of endurance and strength whatever his girth. (Hur hur “girth”)
